Director - People and Development

Katy Miller is the Director of People and Development and is the business lead for People and Development for Police Scotland. The portfolio consists of the following business areas:

  • ​People, Health and Wellbeing
  • Recruitment, Promotion and Selection
  • Employee Relations and Reward
  • People Engagement Partnering
  • Leadership and Talent
  • Equality, Diversity and Inclusion

Director Miller began her career in Human Resources having graduated from the University of Greenwich, London. Prior to joining Police Scotland in February 2023, she has held a number of senior leadership roles within Professional and Financial Service organisations (including FTSE 100). Latterly in Local Government as Service Director, Human Resources at the City of Edinburgh Council.   

She has significant experience in Human Resources and has successfully led several programmes and initiatives driving cultural and organisational reform and change and has held responsibility for the development and delivery of People Strategies and Strategic Workforce Plans.

She has held a number of Board positions in non-profit, health and pension organisations and is a Fellow of the Chartered Institute of Personnel Development.
