Assistant Chief Constable Bernard Higgins is the executive lead for Conference of the Parties 26.

ACC Higgins, who joined Strathclyde Police in 1988, served as a temporary ACC for Strathclyde Police and was appointed ACC for Police Scotland ahead of its inception in 2013.

He initially had responsibility for Operational Support, where he commanded many high profile major events including the Scottish Independence Referendum, The Ryder Cup & The Open Golf Championships, and later took on the role of ACC Local Policing West, with oversight of issues such as stop and search and violence.

In 2019, he was appointed as Gold Commander and ACC for the policing of the United Nations COP26 climate change conference in Glasgow in November 2021. The conference will be one of the biggest events ever hosted in the UK.
